Ned was born on February 27, 1927, the son of Edward S. and Marie (O’Brien) Wehr. He served in the Navy during World War II. He was united in marriage to Patricia Snell on September 16, 1972 at Our Lady of Victory Catholic Church, Davenport.

He attended local schools and graduated with distinction from the College of Law at the University of Iowa in 1951. After graduation, Ned joined the law firm of Wells & Brubaker until his appointment as Assistant County Attorney, at which time he established his own private practice. After serving as Assistant County Attorney he was elected Scott County Attorney for five terms, each time receiving the most votes on the Scott County Republican ticket. At the time of his election to the Scott County Bar Association Executive Council, he was the youngest member ever elected. Ned was also elected to the Board Governors of the Iowa County Attorneys Association and served as Iowa State President. He was a Fellow in the American College of Trial Lawyers, which is limited to 1% of the Trial Lawyers in the nation; a Fellow and two term State President of the Iowa Academy of Trial Lawyers which he served on its board of Governors for 10 terms; Illinois Trial Lawyers Association; and was on the Board of Directors for the National Distict Attorney’s Association; appointed to the Iowa Supreme Court Advisory Committee on the Rules of Procedure, a position he served for several years. He was a participant in many seminars for lawyers and participated in trial demonstrations in several States, and was a member of the Iowa, Illinois, and Florida Bar Associations.

Ned was proud of the fact that he represented such a broad spectrum of clients from the rich and powerful to the very poor or helpless.

Ned participated in many civic activities such as the Red Cross where he served on the Board of Directors, was President of the Scott County Society for Crippled Children and Adults, Easter Seal Chairman, Co-Chairman for Davenport Lend-A-Hand Fund Raising Drive, served on the Executive Committee of the Buffalo Bill Boy Scouts Council; 30 year member of The Contemporary Club, and on the Board of Directors of Area IX United Cerebral Palsy of Iowa. He was a life member of the Knights of Columbus.

Ned was a loyal fan of the Iowa Hawkeyes and St. Louis Cardinals. He loved to snow ski, bike, work out at the Davenport YMCA, winter in Florida, and played baseball in his younger years and softball later in life.

He is survived by his loving wife of 45 years, Patricia, and several nieces and nephews.

Ned was preceded in death by his parents, a brother, James P. Wehr and a sister, Jeanne Plum. May they rest in peace.
